Overview
Vendor claim: GitHub announced a default model policy for generally available Copilot models on Copilot Business and Copilot Enterprise plans, with a gradual rollout through September 1, 2026.
What’s changing
When the policy becomes active for an organization, any model that has not been explicitly configured will switch to a Delegate to default policy state. In this state the model follows the global enablement setting, which is enabled by default.
Key points:
- Open‑weight models (e.g., DeepSeek, Kimi K2) and models that require data retention (e.g., Fable 5) remain disabled regardless of the global setting.
- Explicit admin choices (enabled or disabled) are preserved; they are not overwritten by the default policy.
- The Delegate to default policy state is dynamic – any change to the global policy instantly propagates to all delegated models.
Model states after rollout
Each model will appear in one of four states in the admin console:
- Enabled: explicitly turned on by an admin.
- Disabled: explicitly turned off by an admin.
- Delegate to enterprise teams/apps or organizations: inherits a setting from a higher‑level entity.
- Delegate to default policy: follows the global enablement policy.
What’s next
GitHub is seeking feedback on making the global policy an explicit, opt‑in decision and removing the “Delegate to default policy” state to ensure every model’s availability reflects a deliberate choice.
